The Lake Elsinore pump storage project (LEAPS), was conceived in 1997 under the joint partnership of EVMWD and Nevada Hydro. The LEAPS project consists of a hydroelectric plant at Lake Elsinore, a reservoir that would be built in the hills above the lake and a related transmission line connecting Riverside and San Diego counties. It would pump water from Lake Elsinore at night and generate 500MW of electricity during the day at peak energy use times.
EVMWD is also proposing a 500kV transmission line needed to transmit electricity to the state power grid for distribution.
