The plant has already provoked opposition, as it would be at Divundu, very close to Popa Falls, a popular tourist destination. The site has a 3m head.
NamPower said it had won approval from Angola and Botswana, the other countries with rights over the Okavango river, to carry out a feasibility study. That will report in late 2004 with construction start planned for 2005 at a cost of US$33M.
