The Welsh Government has issued a Prior Information Notice (PIN) in relation to a potential Tidal Lagoon Challenge, inviting interested organisations to participate in soft market testing.
The purpose of the potential Tidal Lagoon Challenge would be to enable the Welsh Government to achieve its objective of exploring the delivery of a tidal lagoon in Wales. The PIN and soft market testing are part of ongoing process by the Welsh government to understand the issues associated with designing and undertaking a competition to award a support package to a tidal lagoon project located on the Welsh coast.
The support package would be designed and sized to enable the delivery of the selected tidal lagoon project and may consist of a mix of funding and other forms of support. How best to structure the support package and the form(s) of funding that are most appropriate are part of what will be tested through this soft market testing exercise.
The soft market testing will also investigate how to ensure that the competition is structured to be attractive to the market.

The Welsh Government welcomes the view of a wide range of interested organisations, including those with development, finance, or engineering specialisms.
